Much much better actually would be the option to create and disband 'mini guilds'

If two people want to work together to own keeps and earn amulets etc.

Limitations could include: no HP regen, no SR, no guild hall, no guild level, no aura, no guild banking etc, limit number of member to 5

Just on the fly, pvp generating alliances

Best effect if it was an automated process eg through an NPC in a fancy newport Registrar Office

Sure I can do that. It's actually doable with one function... SetGuildName. By default it's a temporary command(when sms access menus it does that). I just need to put the guild territories outside of the guild menus.

to make it fully automated would probably be best with a preset bank of names for the factions that can be started / disbanded
