The reason for the split off would be to allow an "immediate action" game option. A good deal many players just can't bother acquiring various items or even traveling to certain cities due to what I can only say is an immense desire to -just go kill something with no complications-.
So the reason the arena gametype would be split off is to allow the option of using any/all items instantly with no delay as well as leveling straight to 40 so as to not make things -even more easy- in the normal gametype. It also allows us the option to use the LoL-gametype. Whereby you and all players start at level 1 and level up through PvP/killing minions through the match(as the XP they had was given for free anyway..).
A pre-level 40 PvP is fairly rare and I think it'd be an interesting twist to the norm.
I CAN however make the arena items be flagged as arena only and thus delete them automatically the moment you leave the arena nexus. However the whole all gold/XP thing is a little trickier to manage when changing to and from the arena as I'd need to track the numbers throughout the entire time.
Side note = I suppose conversely I can just make nothing cost anything inside the arena heh, it has a side effect of allowing any item to be used by any level of character, but I suppose that's irelevant there. Just tracking XP is actually pretty easy.
